Taking failing paint back to something the new coat can hold on to.
New paint is only as sound as what is under it. Painting over flaking or glossy old coating means the new film is bonded to a layer that is already letting go, and it will come away carrying your new paint with it.
Usually part of a larger job — see interior house painting, or ask for a free estimate. For one room, a photo is usually enough.
